Overview

A Pattern of Negligence in the Tri-Cities Area

Between February and March 2026, at least two dogs went missing while in the care of Haley Webber, a dog trainer and pet sitter operating in the Johnson City and Jonesborough, Tennessee area. Both incidents occurred at the same address — 2821 West Walnut Street, Johnson City, TN 37604 — the registered business address of On Point Dog Training LLC on file with the Tennessee Secretary of State. This is the address where dogs were reported to have been dropped off and where the incidents took place, as described in firsthand community accounts.

Webber had been accepting bookings through the Rover app, a platform that connects pet owners with sitters. Her Rover profile misrepresented her home environment, claiming she had no pets when she in fact had two dogs of her own. Following the incidents, her Rover profile was deactivated. Additional complaints from other dog owners allege that a dog in her care broke three canine teeth while caged, and that her property lacks adequate fencing for a boarding facility.

This site compiles publicly available information, firsthand accounts shared in community Facebook groups, and official business registration records. The purpose is to inform local pet owners and anyone considering using her services.

"Did something happen to Lily while she was under Haley's care? The not knowing is unbearable."
— Lily's owner, March 10, 2026

Lily, a female dog weighing approximately 30 lbs, went missing while in Haley Webber's care during her owners' international trip. There have been zero sightings.

Less than one month after Lily went missing, a second dog — Marionette (formerly Dixie), a medium-sized black and white female — went missing from the same address while in Webber's care. Marionette was being fostered by Webber on behalf of the Appalachian Highlands Humane Society. Local police were notified. The Humane Society issued public alerts seeking information on her whereabouts.

Additional Complaint

Dog Suffered Broken Teeth in Cage

A separate dog owner reported sending their dog to Webber for day-sitting for five days. The owner was forced to remove the dog from her care after the dog broke three canine teeth while confined in a cage. This owner also noted that Webber's property has no fence — a significant safety concern for a facility advertising boarding and training services.

What Pet Owners Are Saying

⚠ Notable Allegation from Community

A community member (Kimberly Arrowood) commented on a Facebook review: "I think the dogs in the house killed her. I really do and Haley was told Lily couldn't be around other dogs but she let the dogs kill Lily. One was a pit mix and other was her heeler. Haley lied about so much." This allegation has not been confirmed, but it is consistent with other reviewers' suspicions about the circumstances of Lily's disappearance.

"I DO NOT RECOMMEND AT ALL! My dog was last seen in Haley's care. She said she slipped out of her harness and ran on 2/12 (as I was boarding my flight to come home). She has no proof of life for my dog past 2/4."

"Do not push the call back from Facebook on this person's number. It will take you to another country. I have left a message on the correct number for them to correct this number on Facebook. On Facebook, right now it lists the number with a plus sign in front of it, which will take you to another country."

"Never allow Haley to touch your animals!!!! She got paid good money to watch Lily and lost her but the funny thing is she made no attempt to look for her... She said the dog went missing at 9pm and went towards the gas station and said she was out looking but it shows she was not at the gas station till 10:22 when I showed up to look for Lily...the whole time I was looking I didn't see her one time in 3 hours looking... She lies over everything."

Facebook

"Just tell the truth… what happened to Brandi's dog, Lily? I feel like Hailey's pit bull mix harmed her and she's too scared to say anything about it. As a pet parent, the not knowing is terrible. Hailey, you know what happened to Lily, help Brandi find some peace and comfort, if she is lost to this world, please allow her family to grieve properly. Do the right thing."
